Minutes of the AGM held at the Ripley Star Club - Monday, February 04, 2013

Meeting opened at 19.30 with Sir Thomas Ingilby in the Chair.


1. A Roll call of clubs took place. Only Bedale were absent but offered their apologies later.

As you are well aware the 2012 season was decimated by bad weather. We should have completed 1128 matches but because of the bad weather we only managed 823. 405 matches either being cancelled or abandoned.

The teams most affected by the weather either cancelled or abandoned were Pannal Ash13, and Masham 2nd Thornton le Moor, Darley 2nd and Newton le Willows 11.

The Management Committee met on 7 occasions, The Disciplinary Panel as and when necessary and the Ground Committee at regular intervals during the season.

Once again there are trophies to collect which we were unable to present at the League Dinner in November. Please will you collect them after this meeting.

As you know this is the last time that I will present a League Secretary Report. I have completed 20 years in this post.

There have been at least 130 committee meetings during these years and I have never missed one of them,

Graham Hyde will replace me and I will become Assistant Secretary.

In 1988 when Alec Hammond became Secretary he did not wish to be responsible for receiving results every Saturday Evening/Sunday Morning with the job of then telephoning Yorkshire Post Sports Desk with the results every Sunday afternoon. I took on this job for the 5 years that Alec was Secretary. (We only had 5 divisions in 1988).

In my time as Secretary there have been many changes in the Management Committee.

In 1993 when I became Secretary we had 6 Divisions with 47 clubs fielding 74 teams.

The following clubs are no longer in the league.

We still have 2 Club Secretaries who have held their position for at least 20 years

Graham Furniss (Darley) and

David Broadley (Masham).

We now have 55 clubs fielding 104 teams in 9 Divisions. Northallerton Wolves have withdrawn and the 2 new teams are Thirsk2nd and Arthington 2nd.

The two Knockout Cups which were played for in 1993 were The Senior Knockout and the Reserve Knockout. We now have four cup competitions – the Senior Knockout was renamed as the Atkinson Swires Cup in memory of Harold Atkinson and Ronnie Swires who were Secretary and Treasurer respectively for nearly forty years. The Reserve Knockout is now the Barrett Cup renamed in memory of John Barrett who had served over 20 years on the Management Committee. As the number of clubs and teams grew in number we now have the Wath Cup and the Peter Bentley Cup. Again Peter Bentley had served on the Management Committee for some 20 years.

In1993 we had 33 Umpires but sadly in 2012 we only had 24. The only 2 still here after over 20 years are Guy Smalley and Eugene Downey.

We had 6 Life Members in 1993 we now have 11 with Mrs Mary Atkinson being the only person still with us since 1993.

You will all know by now that there is only I player in the League who (if he wishes) can claim to have his Mother and Father in Law with Life Membership of the League?

I know I have had a lot to say to you all this evening but this will never happen again.


My sincere heart felt thanks go to Sir Thomas, all Committee Members and Players throughout the League who have become my friends during the time as your League Secretary.

Treasurer - Bob Skaith
• Good evening everyone. Please excuse my absence- I am celebrating (if that’s the right word) my 60th birthday today with family and friends.
• At last year’s AGM, I gave a profuse apology regarding clubs who had not been billed for the extra balls they had ordered in 2010. As clubs would have been billed for extra balls ordered in 2011 with their 2012 bills anyway, this extra burden would fall on ten clubs out of the league’s fifty six, who owed for 2010.
• Little did we all know that the adverse weather conditions, especially in the first half of 2012, would impose severe financial hardship on many clubs, not just those who owed for 2010.
• I wish to sincerely thank all clubs who tried to pay for their balls, handbooks and fees as expediently as possible. Some clubs took up my offer to pay in instalments and by and large, this worked quite well. In order to prevent this anomaly in the future, clubs will be required to pay Eric by cheque as they collect any extra balls ordered in 2013 and going forward.
• It seems incredulous to me that, with 65% of games abandoned or cancelled in the first half of the season, the amount of fines issued by Tricia was 80% of the 2011 total. Could I ask that all clubs report results of games (with correct details of player’s names etc.) accurately and promptly to reduce the administrative work incurred for both Tricia and me?
• May I remind clubs that any fines not paid within 21 days of issue should be doubled- this has been allowed to lapse this year in view of the aforementioned financial difficulties. Any fines not yet paid for 2012 will be added to next year’s main bills, unless received before then of course. THAT IS A HINT!
• Can we now turn to the 2012 final accounts, copies of which have been distributed. As you can see, most of the items of income and expenditure are similar to 2011 except for the following:
• Sponsorship is up by £3000, due to the generosity of Theakston’s Brewery and we hope this relationship will continue for many years to come. Lords International continue to generously give us back £5000 off the cost of the balls.
• The Indoor Junior League monies are £1000 down on last year, but this again is due to the fact that their season straddles our year end. A further £1000 has been received since 31 December. Most other items are pretty similar to 2011, but I would mention Competition Expenses – in this year’s figure I have included The Grey Fox Trophy (£250), The Ingilby Shield (£160) and the league side’s new shirts and logos (£660).
• Speaking of kit, the figure of £3084 for MCC kit and some caps etc. has been taken out of the final balance for this year (and last year for sake of true comparison) as there is no longer any intrinsic value. Therefore the final balance shown of £20647, is made up of Petty Cash £170, Stock of Balls £10284 and credit Bank Balances of £10193 after adjustments for monies still owed of £2016 and cheques not yet presented £100 (being 4 Ground Awards from the annual dinner presentations).
• I can now reveal that substantial funds have been received since the year end, but one club owes a tidy sum. They will NOT be mentioned by name by me here tonight, but the situation will be discussed fully at the next League Management Committee meeting.
• The final figure that stands out is for Welfare and Coaching Courses. All of the £580 for this year has gone to clubs who wish to improve their coaching skills (one of the main aims of the league) but we haven’t had the Welfare Courses to pay for as in previous years.
• If anyone has any questions about this year’s figures, you know where I am.
• I would like to thank Graham most kindly for stepping in for me tonight and I wish all clubs the very best for 2013.

Ground Committee - Ben Drummond
• The Committee met on 3 occasions in 2012 with all grounds inspected in April. They were very green and very wet. Congratulations to all groundsmen for getting any play on them .
• 2013 season inspections will be near the 1st game of the season. If you wish to meet your inspector get in touch with Ben

League Representative Side - Alex Houseman
• No report, no games were completed.
• The League did enter the Grey Fox Trophy which was organised by Justin Park. This is an over 50s competition. The final was played at Headingley but the League narrowly lost.
• Looking for 1 or perhaps 2 sides in 2013 to enter the same competition. Players are welcome, details from Justin.

Umpires Secretary - Graham Hyde
• The 2012 season was dominated by telephone calls, emails and text messages calling off and rearranging fixtures. Thanks must go to all the umpires who were so flexible this season.
• The usual online rota format worked well again with the season divided into 3 sections of appointments.
• Some Saturday’s the League was very short but the same could be said for playing staff too. A couple of umpires were unable to complete the full season due to illness or injury.
• New umpires are beginning to appear which is good to see. A very successful Umpires’ training course was run at Ripley Castle Tea Rooms before the season and we picked up many new umpires, many of whom are still playing, but they are happy to stand in Cup fixtures when not required to play.
• Some of you may remember that a new disciplinary form was introduced this season and I am very happy to report that this was not required.

• Finals Day at Knaresborough Forests CC on 22nd July 2012. Great hosts and indifferent weather initially. Vocal crowd in the Union beer garden. Newton-le-Willow beat Little Ribston Mom Dan Wilkinson with unbeaten 119. Boroughbridge beat Goldsborough 2nds by 31 runs Mom Henry Saul 5/23 inc hat-trick. Pateley Bridge beat Sharow 1sts by 34 runs, Mom Michael Eglin. Raffles managed by Malcolm and Susan Howell and raised £236.10 towards Yorkshire Air Ambulance.

Atkinson Swires Senior Knockout
• Reserve date required at Studley Royal – Blubberhouses vs Masham. Blubberhouses (reigning champions) defended their knockout crown beating Masham by a comfortable looking 4 wickets. The victory looked far from secure with 10 overs to go, needing another 47 with 4 wickets remaining. MoM Bash Khan
• Zoning having continuing benefits. Concessions lowest for many years. In 2011 there had been nine concessions (PB x1; Wath x4; BC x3; AS x1).
• Two appeals regarding ineligible players outstanding
• Staveley 2nds complaint vs Kirkby Malzeard 2nds : ruled out on a technicality
• Blubberhouses 2nds vs Darley 2nds : resulted in Darley being excluded
• Draws for all competitions completed. AS published, provisional draws for three further cups depend on proposed rule changes this evening.
• Finals day will be hosted by Birstwith CC on 21st July 2013 (reserve date 28th July); the Atkinson-Swires Final will be hosted by Newby Hall CC 4th August (reserve date 11th August).

Evening League Secretary - Ian Sunderland
• Boroughbridge withdrew in the first week of ties.
• Remaining clubs were Rainton, Sharow, Wath & Melmerby, Baldersby & Balk, Dishforth and Glasshouses.
• Rainton won league.
• Sharow have withdrawn for 2013 and have joined Harrogate EL.

Junior League - Ken Coad
• The fixture compilation and issue of handbooks was helped in 2012 by no late team entry changes or withdrawals. The Pre Season meeting also helped with League administration and cleared any concerns ahead of the season.104 teams from 25 Clubs were entered, but sadly 2012 will be remembered as the worst year ever for rained off matches, and we all hope that this will have no long term impact upon juniors wishing to play cricket.
• When the season started, and stopped, and started again, there were many matches cancelled but once underway the season was dominated by Harrogate ( 4 trophies ) and Knaresborough ( 3 trophies ) winning 7 of the available 11 trophies, with 6 Clubs in total lifting silverware. Despite the rain all competitions were finished to schedule. I must thank all Age Group Secretaries for their efforts to ensure this successful conclusion.
• A very successful addition to the season was the introduction of The North Yorkshire Girls Cricket League. Many thanks must be given to John Skinner for all his hard work to ensure the success.
• There were some good Taverners performances, with the highlight being the Under 13’s reaching the Final. Congratulations to John Barnes and his team on a fine achievement.
• The fourth Annual Presentation Night was held at Harrogate CC., and again proved a big success, especially with the younger Age Groups.
• There have been no disciplinary matters which have required League attention.
• I am pleased to report that in memory of John Barrett the first Under 13 Trophy, bearing his name, was held with the Final held at Pannal CC.
• At the Junior League AGM in November we welcomed representatives from Wath & Melmerby CC and Thorpe Arch & Boston Spa CC (TABS), who are both looking to join our League in 2013. Following the AGM, Bedale have also expressed interest in joining the Junior League.
• Finally I would like to thank all Committee Members, Age Group Secretaries and Team Managers for helping to get through such a difficult season.

Disciplinary Panel Chairman - Anton Lodge
• There were 8 matters reported to the Panel secretary this year. There were no complaints of personal misconduct by any player, umpire or anyone else. Only one matter had to go to a hearing. The rest were resolved either by agreement between the clubs concerned and approved by the panel, or by a club accepting the preliminary view of the Chairman after consideration of the documentary evidence such as result sheets and e-mails.
• The one matter which went to a hearing concerned a team leaving the field without the consent of the opposing captain in a match without neutral umpires. Bad weather makes it more difficult for the bowling team but Rule 25e) is clear. There must be agreement between the 2 captains before a match is either cancelled or abandoned because of ground or weather conditions. Common sense usually prevailed in this very wet season.
• Rule 30E – publishing abusive comments – was breached on 2 occasions by comments added to a result sheet. The panel has set the fine to be paid for a first offence which will be (and has been) increased for a second offence. On both occasions the fines were accepted without a hearing.
• Complaints by both teams in a match that the other team had played an ineligible player were withdrawn.
• Complaints by both teams following the admitted misinterpretation of one of the Laws of Cricket by a player acting as umpire were resolved by apologies all round.
• I am very grateful for all the hard work done by the Disciplinary Panel Secretary and the Assistant DPS. Craig Robson resigned from being DPS due to work pressures. Luke Bickers took Craig`s place and Andrew Wallach became Assistant DPS. All 3 have worked with skill efficiency and enthusiasm.

Child Welfare Officer - Isabel Peel
• I am happy to say the child welfare report is very short which would suggest that we have not encountered too many problems in the past year.
• The 2012 season was very wet and many games were cancelled and we are now heading towards the new cricket season and look forward to better weather.
• Some basic Child welfare courses were organised by Helen Dennis from Harrogate Sports Development last year and clashed with the timing we had hoped to have some organised through the league. We hope to run some again through the league this year and hope to be able to get tutors for the Safe Hands training. It is very difficult to book tutors for this course as not many have been trained but I am in negotiations and hope to bring a course to Ripley in April after discussion with Sir Thomas to secure a venue.
• Clubs are reminded to not only t register their junior players but to ensure all adults are correctly registered and self declaration forms are completed. We all know that without the dedication of all the coaches and volunteers, who give many hours of their time, juniors would struggle to progress in the game of cricket. So please continue to safeguard all our juniors but also safeguard yourselves and your clubs.

Junior Indoor 6 Aside - Bill Kitson
• This season is the first year I have to report a drop in entries to the competition. This was brought about by our second venue, Boroughbridge High School rescinding our booking in May, four months after it was made. As all other sports venues were booked, the only option was to play both Saturdays and Sundays at Pateley Bridge. This is not practical for many of the older players who have other sports on Sunday mornings. The u17 league has dropped from 10 teams last season to 4 this, and overall, 18 clubs were fielding 55 teams but unfortunately 3 of these have had to withdraw. We now have 5 all girls’ teams in the competition besides some mixed teams
• Next season all games will be on Saturdays.
• The umpiring has been strengthened this season by Ian Sunderland who has joined Barry Canham who, along with Tricia as scorer are covering Sundays.
• I say every year that these young cricketers are the league players of the future and with encouragement will play through adulthood. It is anticipated that the league will recover in the number of entries next year and anyone with an occasional Saturday afternoon to spare is welcome to come along and assist with either umpiring or scoring. All the coaches do a terrific job with the players and assist where possible. To everyone involved, from Pateley Bridge Leisure Centre to the committee for their continued support and Sir Thomas for presenting the trophies on finals day, I offer my thanks.

7. Election of Officers
Rule 3 states:
(2) With effect from January 2002, one third of the Management Committee shall retire (but shall be eligible for re-election) and thereafter one third of the members of the Management Committee shall retire annually. The members so retiring shall be those who have served longest in office but shall also be eligible for re-election. Candidates for the places thus vacated shall be proposed and seconded, and must submit the relevant papers to the League Secretary by no later than 1st December prior to the A.G.M. New members shall be elected by ballot at the A.G.M. Any casual vacancy occurring by resignation or otherwise may be filled by the Management Committee. The member so appointed shall retire at the end of what would have been the three year term of office served by his predecessor had he continued, but shall be eligible for re-election at that A.G.M.

9. Golden Oldies 2012 Adelaide and 2014 South Africa - Sir Thomas
Fantastic time in Adelaide, 6 players from the League with 5 Lords Taverners. Led by Steve Wilson from Markington. Won one, lost two. Social side of the tour was very good, excellent events. Raised about £3.5k for Lords Taverners. Won the Spirit of the Festival Award.
Next festival - South Africa, Oct 2014 or Spring 2015.

10. Any other business (with approval of the chairman of the meeting)
• Tour de France weekend of 5/6th July 2014 – no fixtures that weekend.
• Possible reduction in overs for div 7 – 9 – no interest from clubs.



Item 8: Proposed Rule Changes

Rule 5 New Applications – Proposed by League Management Committee
Replace with: Save in the circumstances set out under rule 26 c) no Club will be admitted to membership of the league unless its application, in writing, has been received by the Secretary of the League (the Secretary) no later than the 1 October. If the application for membership is approved then the successful club will not be admitted to membership of the league in the season immediately following receipt of their written application but in the season thereafter. Subject to the provision of this rule and rule 26 c) the decision as to whether or not under this rule or rule 26 c) to admit a Club to the league, and on what terms, and into what Division, shall be a matter for the absolute discretion of the Management Committee.

Reason: By using the date of the 1 October and making it clear in what season under rule 5 admission to the league will be possible then there is at least an 18 month gap, between 1 October and 1 April immediately before the relevant season for the purposes of rule 5 commences.

Rule 15 (a i) Eligibility of Players – proposed by Raskelf
Replace with: No overseas players to be allowed in any division of the NADACL

Raskelf state that: This must be a vote by all clubs as they all have potential to play in divisions 1 and 2. This will not affect residential recreational overseas players, Rule 15 (b) to remain.

Reasons: The NADAL is an amateur league – the use of overseas players is too open to abuse both in the standard of the players which can unfairly skew the league tables (especially div 2 as can be clearly seen in the end of season averages) and the ability of the club with suitable contacts to ‘find’ a job/accommodation for the player. It will also address the ridiculous and blatantly unfair situation in the Barrett Cup where Division 3 teams who are not allowed an overseas player have to play against Division two teams who are allowed one.

The League Management Committee supports the existing rule allowing overseas players in division 1 and 2, which was proposed by the league clubs and was voted on and agreed as such. Clubs may have already made contact already with potential overseas players. If voted in, this should come into effect from the 2014 season.

The League Management Committee supports the existing rule allowing overseas players in division 1 and 2, which was proposed by the league clubs and was voted on and agreed as such. Rule 16 a i) Registration of Players – proposed by Bishop Thornton

To remove the fact that the Management Committee reserved the right to discretion in the case of teams registering players after the 18th week of the season. There is no discretion, it’s a no.

Amend: All secretaries must supply (by post, fax or email) the League Secretary with a list giving full names of their players and identify their Junior Players (with dates of birth) for registration. This list, with Transfer Forms if applicable, must be in the possession of the League Secretary before the first day of the season. Subject to the discretion of the Management Committee, no player may be registered after the 18th Saturday of the season without the approval of the Management Committee or the League Secretary.

Rule 21 g) Matches Delayed or Interrupted by Weather – Proposed by Bishop Thornton
Amend: If weather has intervened and the umpires (where present) agree, the time taken for tea may be reduced by such period they may decide. In the absence of any umpires, the captains may must agree. For the avoidance of doubt this shall include provision to allow for the second innings to take place before the interval or for tea to be taken before the first innings commences if necessary, in order to try and have a match and obtain a positive result.

Reason: captains may be influenced by the match position and may not be agreeable. It would make it fairer for the team batting first.

Rule 24 a) Notification of Results – proposed by LMC
Change of existing rule to reflect new Saturday evening results submission service

Replace: After each match, the Home Side must complete and submit a short results form online with brief details of the result of their match no later than midnight on the match day. Clubs failing to do so will be fined £5.00.

Rule 25
Rename: Conceding and Cancellation of Matches – proposed by League Management Committee
New:
a i) Any team conceding a match will be fined £10 and have 6 points deducted. The non offending team will be awarded 6 points. Where matches in the last 4 matches of the season are conceded the Management Committee (through the Disciplinary Panel) will have the discretion to deduct up to 12 points from conceding team at the start of the following season.

a ii) If an away team concedes a match after 6pm on the day before the match is scheduled the conceding club shall be liable to pay the tea money. Proposed by Scotton and Burnt Yates

Reletter b) as old a) In the event of wet weather, both teams must be in agreement that conditions are unsuitable for cricket.

Reletter c) as old b) A proposal of cancellation by the home team must be made directly to a responsible official of the away team. A text message or voicemail is not sufficient. Proposed by Little Ribston

Reletter d) as old c) Any proposal of cancellation by the home side must be made on the DAY OF THE MATCH no later than two hours before the scheduled start.

Reletter e) as old d) In the absence of any proposal of cancellation, or if both teams are not in agreement, both teams must be on the field of play 15 minutes before the scheduled start when the umpires or captains will be sole judges as to whether the ground is fit for play.

Reletter f) as old e) In the absence of umpires, the captains must be in agreement as to whether the ground is fit for play prior to the commencement of the match and during the course of the match. In the absence of agreement any team leaving the ground will be deemed to have conceded the match.

Reletter g) as old f): Any team leaving the ground within 3 hours and 10 minutes of the scheduled start without the consent of the opposing captain (when league umpires are not officiating) will be deemed to have conceded the match.

Reletter h) as old g) In the event of the Management Committee cancelling a particular Saturday's Fixture List for whatever reason the fixtures should then be played on the Saturday following the last match of the season.

Rule 25 j) ii) - proposed by Scotton
Amend: Teams failing to fulfil a fixture for reasons other than the weather, or other exceptional circumstances (agreed by the Disciplinary Panel), on three or more occasions during a season, will be automatically relegated at the end of that season. Where offences have occurred during the last four games of a season, the Disciplinary Panel will have discretion to impose the sanction (up to 12 points), against the offending club at the start of the following season. The league also reserves the right to expel from the league any team persistently failing to fulfil its fixtures or persistently breaching Rule 25(i and j).

The League Management Committee does not support this proposal as it is covered by an existing rule as proposed Rule 25 a)

Omission from handbook: At the end of each season the top two teams in each Division (with the exception of Division 1) will be promoted and the bottom two teams in each Division (with the exception of the lowest Division of the league) will be relegated save that in any season where one or more clubs have been admitted into membership of the league or one or more clubs have withdrawn from membership of the league then any question affecting promotion or relegation from or to any Division of the league shall be a decision to be made by the Management Committee in its absolute discretion.

27. Prizes
It is proposed that a Trophy Manager be tasked with looking after all aspects of the League trophies.

Amend:

a) A trophy will be presented to the Champions of each division of the League.
b) All trophies shall be held by the winning club or individuals until:

All Sunday, Evening Cups and junior trophies - 1st June
All other trophies - 1st September
c) Trophies shall be returned to the Trophy Manager and it is the responsibility of the Trophy Manager to ensure this whether they are club or individual trophies won by a player of that club.
d) Clubs are at liberty to return at an earlier date by prior agreement with the Trophy Manager.
e) All trophies are to be returned in a clean and acceptable condition.
f) A £10 fine will be imposed upon clubs for not returning trophies and by the due date.
g) After presentation of any trophy, the winning club shall immediately complete and forward a receipt for the same to the Trophy Manager. Such receipt shall be considered a guarantee for the safe custody and return of the trophy.
h) All trophies shall be insured by the League.
i) Clubs will be responsible for the engraving of CUP TROPHIES only and cost thereof of trophies won by them. The League will be responsible for all other engraving.
j) In the event of non-compliance of 27 i) the League, through the Trophy Manager, shall undertake any necessary engraving and such costs incurred shall be recovered from the defaulting club together with a service charge of £10
k) Prizes will be given for the best batting and bowling averages in each division, qualifications to be:
Batting – minimum 12 innings
Bowling - minimum 30 wickets
Prizes will be given for the most catches and stumpings by a wicket-keeper in each division.
l) Club Secretaries or team Captains shall supply ON LINE within 21 days of the end of the season a list of those likely to qualify for league averages. Abandoned matches count in the averages. Figures received after 21 days will NOT be considered for awards. THIS RULE WILL BE STRICTLY ENFORCED.
