Minutes of the Annual General Meeting held at Ripley Town Hall - Monday, January 16, 2012
Meeting opened at 19.30 with Sir Thomas Ingilby in the Chair.
1. Apologies for absence
A role call took place with 5 clubs absent, Ken Coad, Martin Blackham, Alex Houseman.
2. The minutes of the A.G.M. held on Monday January 12th 2011 were accepted as a true and accurate record.

REPORTS ON 2011 SEASON
4. Secretary (Tricia Heard)
Sir Thomas, Ladies and Gentlemen, The 2011 season came and went very quickly as seasons always seem to do.
We had 105 teams playing at the stat of the season – unfortunately Bilton Gas Sports withdrew early in the season and Dishforth later. We welcomed Spofforth and Little Ribston into our league and I know that all 4 teams have enjoyed their first season with us.
We welcome Bedale 2nd X1 and Ripley 4th to the league and Dishforth will be playing this season in the Evening League.
The Management Committee met on 7 occasions. The Disciplinary Committee as and when necessary and the Ground Committee at regular intervals during the season.
The Pre season meeting was hale as usual in 2011 and this year’s date is Friday March 30TH here at Ripley Town Hall at 7.30pm. All ordered Handbooks and Balls should be here. As usual you are asked to order your required Balls and Handbooks this evening.
The M C C Fixture is scheduled for Wednesday August 29th 2012 at Birstwith CC
Golden Oldies
After a very successful Golden Oldies in 2010 we won the Harrogate’s Hospitality And Tourism Trophy 2011 for Celebrating Outstanding Services Best Achievement of the Year and also we came 3rd at a Presentation Evening in London ( which Sir Thomas will mention when he speaks this evening re Golden Oldies 2012 In Adelaide.
Again I ask that you check your Emails and acknowledge those that I send. Also check the Web Site for other messages.
Once again I have trophies here that were not collected at the League Dinner; Please will you collect them after this meeting.

5. Treasurer (Bob Skaith)
• Donations £437.00 raised from raffles at Cup Competitions to St Michaels Hospital.
• Indoor junior League straddles the League year end so accounting is difficult and accounts for the difference.
• Cricket balls – extra balls were missed off from 2010 in 2011 bills. This will be addressed in the next bills to clubs.
• It was noted that the League absorbed a 50p increase in ball fees from Lords International.
6. Ground Committee (Ben Drummond)
• Sir Thomas, Ladies and Gentlemen,
The Ground committee met on three occasions last year.
All grounds were inspected at the start of the season and it was very evident that most clubs had taken advantage of the dry and warm weather in early April.
The 2012 inspections will take place once again in April and clubs wanting to meet with their inspector need to get in contact with me to arrange this.
Finally - Risk Assessments.
Last year the Ground Committee recommended that all clubs conduct a risk assessment of their facilities prior to the start of the season and ensure copies of these are displayed in changing rooms and pavilions. Once again we are urging all clubs to do this.
• These Assessments not only assist captains in completing their paperwork, but they also make clubs aware of potential issues and ensure the League is run as safely as possible
• Template risk assessment forms are available to download from the HSE website or alternatively a search on Google for “cricket club risk assessments” will display results from clubs that have already completed assessments and this should give all clubs a good idea of what is required.
7. League Representative Side (Alex Houseman)
• 4 matches, won 2, lost 2. Beat the Overseas XI
• Beat the Wetherby league in the 1st round of the KO comp but then lost to Halifax at Studley Royal.
• MCC fixture came with a strong team and gave the League a good game
• Thanks to all host clubs and to JP for the Ripley game and to Olie Uffindall and Strover for captain..
8. Umpires Secretary (Graham Hyde)
• Once again, numbers of umpires are falling within the League which saw fewer second division games staffed with two umpires. A concerted effort has been made during the winter to recruit more umpires with a very successful training course being run before Christmas. There were over 10 successful candidates, many of whom are still playing however, but will be available for some cup fixtures. The level of interest in umpiring from a wide cross section of the league was very encouraging. Knowledge of the laws of cricket is important, and attendance on an umpiring course will give you that knowledge even if you do not wish to stand as an umpire.
• There were some issues over discipline and application of the laws and guidelines in 2011 and I have sought to offer all league umpires the opportunity to attend training and refresher courses to make our umpires as competent as they possibly can be.
• I would remind all captains of Rule 1, which states, “the captains are responsible at all times for ensuring that play is conducted within the spirit and traditions of the game as well as within the Laws”. Captains and players would do well to remind themselves of these responsibilities and to make themselves familiar with ALL of the laws of the game. I would also like to remind everybody of Law 43, Common Sense.
• I would like to take this opportunity to thank all the umpires who fulfilled their fixtures in 2011.
9. Knockout Cups and Evening League Secretary (Ian Sunderland)
• Wath & Melmerby won the Evening League – beat Sharow in almost total darkness to secure the league as outright winners. Sharow were sporting in ensuring a result.

Final at Dacre Banks CC eventually played 1 August 2011. Particular thanks to Dacre for accommodating the final on 28th July then the replay, and the two clubs involved.

• Provisional draw completed for all cup competitions. Date of finals and location to be advised asap. Any issues with fixture clashes/ground availability should be resolved with the opposing club. If any changes are agreed it is imperative any changes advised to Cup Secretary and Umpires Secretary.
10. Junior League (Ken Coad/Paul Ellis)
• Junior League extended their thanks to the senior league for keeping the juniors going. Finals day was at Harrogate to make use of their new facilities.
• Joe Lumb lost 2 games to the weather which would have made a difference to the season. Lords Tav reached the semi finals which was weather affected which went against the League.
• U 11 won 2 lost 1
• 8 players have gone onto Pathways Bronze scheme.
11. Disciplinary Panel Chairman (Anton Lodge)
• There were 10 matters brought before the Panel.
• 2 cases of playing a non registered or wrongly registered player.
• 1 case of intimidatory appealing.
• 1 cases of abuse of a player acting as umpire
• 1 case of a breach of Rule 25l.
• 1 case of a breach of Rule 19.
• 1 case of an under 19 player and ECB Fast Bowling Directive.
• 2 cases against umpires.
• 1 case of abusive comments on result sheet.
• There were 4 hearings and 1 appeal. 2 players were suspended. 2 teams had points deducted. Remainder dealt with by agreement or no action.
• Disciplinary Panel Secretary. In September Justin Park resigned. I would like to thank him for all the hard and careful work done by Justin. We now have a new DPS, Craig Robson and Assistant DPS Luke Bickers in post.
12. Child Welfare Officer (Isabel Peel)
• We ran ‘Safeguarding and Protecting Children’ courses early last year and again in October 2011. All these courses were well attended.
• Thank you to Sir Thomas for providing the venue for these courses. It is hoped to run more courses in March this year, we will be running Safeguarding and Protecting Children and the Safe Hands Workshop which replaces the Time to Listen course.
• All Child Welfare Officers must attend these courses every 3 years.
• Last year most clubs followed the guidelines of young players playing in adult cricket but there were a few who disregarded this. The clubs who did follow the guidelines were quite rightly annoyed that some clubs continued to play young players.
• Clubs found to be playing young players under the age limit who do not hold an YCB passport will be reported to, and dealt with by, the disciplinary committee. Captains are urged not to break the rules in their own team and to challenge others if necessary.
• Please remember to register all your young players and ensure that the relevant people within your club are CRB checked.
• Once all these things are in place it is hoped that you all have a good season.
13. Junior Indoor 6 aside (Bill Kitson)
• The Indoor League has expanded beyond all expectations. At last year’s AGM I reported we had 16 clubs fielding 47 teams in the five age groups. This has again, as with every year, grown and this season we have 19 clubs with 67 teams, including 4 all girls’ teams. Three enquiries from new clubs were received after the closing date and they are hopeful of entering teams next season.
• We are using two venues, at Pateley Bridge and Boroughbridge, but if full leagues for all age groups were to be played, we would require three venues. The only option has been to play leagues, not necessarily the best, but the only way to accommodate the numbers. Unfortunately, teams are sometimes unable to fulfil their fixtures due to other sporting events and this season we have lost 12 scheduled games causing wasted playing hours, equating to two and a half sessions, hours which are at a premium. The weather however has so far not been a problem. Last season we lost three weeks of play to snow and ice.
• Every AGM, I appeal to anyone able to umpire or score and could offer five hours on an occasional Saturday afternoon, to come along and see these youngsters enjoy the game. League umpire, Barry Canham has regularly given his time to assist and Tricia has again attended most sessions at Pateley and helps with the scoring. The coaches, who not only bring the players to the sessions, also manage the umpiring and scoring in our absence. Without them and the parents who ensure the players attend, the league would struggle. Maintaining interest in the game during the winter months is a benefit to the league as a whole. These youngsters are the League players of tomorrow. I extend our grateful thanks to all concerned.
• Lastly, I must thank Sir Thomas and the committee for their constant support of the Junior Indoor League.

4. Subscriptions
a) The Annual Subscription of the League shall be determined at the Annual General Meeting (A.G.M.) of the League (see below) upon the recommendations of its Honorary Treasurer. All subscriptions shall be paid to the Honorary Treasurer no later than the 30th day of June in every year. Any Club whose subscription shall not be paid by the 15th day of July in every year shall be liable to a financial penalty at the discretion of the Management Committee and any Club whose subscription shall not have been paid by the last day of any season shall face expulsion from the League as provided for by Rule 8.
b) Upon payment of the Annual Subscription of the League, each member club will receive 2 complimentary tickets for the Annual League Dinner.

24. Notification of Results.
a) After each match the Home Side shall telephone, fax or Email the result of their match to the League Secretary no later than midnight on the match day. Clubs failing to do so will be fined £5.00. Each team shall submit online a full score-sheet of both teams, including times of commencement and drawing of stumps, bowling analysis and the full names of all the players in the match.
a) online result sheets must be submitted by ALL teams every week whether the match was played or not, giving the full names of all players selected to play.
b) These score-sheets must be submitted online on or before noon of the Tuesday following the match.
c) The name of the club submitting the score-sheet must be clearly shown.
d) Away teams must include on their result report described above, a mark out of 20 for the condition of the ground on which they have played. Guidelines for the apportionment of marks are available on the League web site or upon request. These marks will be used to adjudge the most improved ground in each division.
e) Any team failing to submit a fully completed score-sheet by the requisite deadline will be fined £10. Should a team fail to submit a score-sheet including Ground Marks on 3 or more occasions in any season the Management Committee will deduct that team 6 points for this offence.

36. Umpires.
a) i) Neutral umpires shall be appointed to Divisions 1 and 2 and Division 3 (Division 3 when umpires are available).
ii) Their expenses shall be £30 each, inclusive of travelling expenses except when only one umpire is present when the fee shall be increased to £40, which shall be shared by both teams. The above expenses apply to matches played on Saturdays and/or Sundays.

36 g) Umpires shall be encouraged to be qualified members of the England and Wales Cricket Board Association of Cricket Officials (ECBACO) and encouraged to complete and pass ECBACO courses and examinations.
36 h) Umpires officiating in senior or junior Cup competition finals must be graded members of the ECBACO.
36 i) Umpires officiating in senior or junior representative matches on behalf of The League must be graded members of the ECBACO.
36 j) In conjunction with the MCC Laws of Cricket. when penalty runs have been awarded in a game and a report is necessary, the official report form, provided by the league, should be completed, agreed and signed by BOTH match officials and sent to the League Secretary within 24 hours of the conclusion of the game. This form can be accepted via email from the umpires’ own email address and will stand as an electronic signature.

For matches played in the Barrett Cup, Wath Cup and Peter Bentley Cup, their expenses shall be £15 each inclusive of travelling expenses except when only one umpire is present when the fee shall be increased to £20, which shall be shared by both teams.
iii) Umpires fees will be paid from League funds for Finals only.
b) In the event of an umpire not turning up, the two captains should appoint one on the ground.
