Steve Whiteley presented a report to the meeting incorporating the outcome of the cases involving
Hampsthwaite v Sharow – an honest error and so deducted 5 points form both teams. Scotton – Peter Robinson – suspended from all cricket until the 2nd week of the 2007 season and required him to write a letter of apology to the player and the umpire involved. He was reminded of the provisions of rule 29.12.3 and was directed that any further period of suspension arising pursuant to that rule would run consecutively.
Boroughbridge v Ripley – Ripley agreed that they did not wish to pursue the complaint relating to Boroughbridge. Mr Hogg did not appear. He was suspended from all cricket until the 6th Saturday of the 2007 season. He was also required to apologise to the player involved and to Ripley and made a similar direction in relation to rule 19.12.3.
Middleham v North Stainley - agreed that this game should be regarded as a rain affected draw. ( We would recommend that rule 21(a) would merit a review by the rule change committee as it is far from clear).

MATTERS PENDING
Crakehall – Playing on ineligible player.
Goldsborough – allegation of making payments to an overseas player.
Pateley Bridge v Staveley – serious allegations have been made in relation to the conduct of some, as yet unidentified , Staveley player’.
and then outlined some recommendations as to how the disciplinary process could be improved. These were 1. League officials to be invited to give evidence where the league is effectively prosecuting the case and 2) regular (say fortnightly) meeting rooms to be booked for disciplinary hearings and a rota of panel members drawn up. The meeting agreed with both.

Sir Thomas then tabled a paper outlining some more proposals, drawn up following a meeting with Erick Thompson, Eric Houseman and Jeff Watkins. These proposals were largely based on the ECB code 'Spirit of Cricket' and the disciplinary system adopted by the Birmingham League, which places more onus on umpires and officials to report misdemeanours and team captains and the clubs concerned to deal with the complaints once they are reported. Guidelines will be published to help clubs fulfil their obligations effectively and efficiently. It was also proposed to appoint an assistant disciplinary committee secretary to help with the workload, and increase the size of the pool from which the disciplinary panel can be called.

The meeting approved the proposals and an advisory group was formed - to comprise members of the management committee and members of the disciplinary committee, to go through the disciplinary code and come up with suitable amendments to place before the AGM in January.
