4. Minutes of the meeting held on 12th July 2010
were subject to an amendment. KC had provided a junior report. To be inserted.
5. Matters arising
• Renaming of the Reserve KO cup to the Barrett Cup – James Barrett, son of John, was approached and agreed to the naming.
• The division 9 winners cup will be renamed the Birtwistle Cup in memory of the late Neil Birtwistle.

6. Secretary’s Business
• Bilton 3rds have resigned from Division 5. 2010 promotion and relegation issues have been reorganised accordingly
• For 2011
o Bilton in Ainsty have had second thoughts about moving to the NADACL from the Wetherby League
o Killinghall wish to enter a 4th XI in 2011
o Ripley wish to enter a 4th XI in 2011
o Knaresborough Forest wish to enter a 3rd XI in 2011 with a proposed ground share at Knaresborough Celtic FC. This is located at Thistle Hill, Calcutt, Knaresborough HG5 8LS
o Wath & Melmerby wish to enter a 2nd XI in 2011
• Spofforth have asked for some handbooks to make their players familiar with the league setup and rules before joining in 2011
• Letter received from Roger Deakin – Pannal CC plan to build a new Pavilion and it was initially planned to be ready for the start of the 2011 season but the builder has recommended a delayed start until after the winter with work to begin in March 2011. It is proposed that Pannal will use temporary Portacabins for changing facilities. Pannal have requested the League’s permission to delay the build as under League rules the club will not fulfil the criteria for divison 1 cricket during this time. The Management Committee approved this request.
• Staveley CC are struggling for players and will not be able to field a 2nd XI for the last 4 matches of the season. Staveley have no plans to drop their 2nd XI out of the League. Games will be conceded against Dacre Banks 2nds and Birstwith 3rds in the last 2 games. It should be noted that Staveley 2nd XI will have conceded 7 games in the season. For the rest of the season there is no issue.
• Darley CC asked about the eligibility of a Harrogate player, Matthew Ingham who usually plays for the Harrogate side in the York Senior League. Darley questioned his average after he appeared in the Harrogate Strays team. Darley beat Harrogate Strays on Saturday 4th September but raised the issue that the player usually plays in the YSL. An enquiry was made as to Matthew’s eligibility. The Management Committee cleared this player to play in the NADACL due to not having sufficient averages.
• Issue over Burton Leonard and slow over rate raised by umpire Ralph Lunn. BD will mention this to the Burton Leonard captain.
• Bolton Abbey – clarification of rules weather affected games. GH to respond to the club.
• Sessay CC are through to the final of the National Village KO and wish to postpone their fixture on Saturday due to players in their 3rd XI wishing to go to Lords. The Management Committee discussed various implications and ruled that the fixture stands as published due to promotion and relegation issues.
• Thirsk 3rds and Kirkby Malzeard 2nds also have to rearrange a fixture.
• Sharow CC – an issue has come to light regarding the fixture between Sharow v Blubberhouses on Saturday 4th September. Further details to follow.
• Aidie Monk (ex Sharow) has given a sleeveless fleece which he wore in the MCC fixture at Lords to a Blubberhouses player. AH to write to Blubberhouses requesting the garment be returned.
• 2011 season will commence on 16th April 2011 and will run until10th September 2011.
• AGM 10th January 2011.

7. Treasurer’s Report (BS)
• Current Account £14,920.46
• Deposit Account £314.51
• No funds transferred since the last meeting
• Few bills to pay and things due in.
• Couple of fines due in
• Nearly all clubs paid. 1 to be resolved.

8. Umpires report (GH)
• With two games left the number of umpires in becoming troublesome. Only 1 game in Division 2 was covered on 4th September.
• One new umpire, Barry Nickels (ex Pannal, now Spofforth) has approached the League to stand next season. This will be encouraged.
• Umpiring fees may have to be increased to £30 to attract new umpires.
• Initial contact has been made with Ian Dixon who ran the Level 1 course last winter about running a similar course this winter. It is the intention to offer all current umpires the opportunity to attend the course as a refresher and to become familiar with the new laws. Guy Smalley will be approached again and I believe he has spoken to Sir Thomas about use of the castle facilities.
• There has been a matter which will require attention regarding Bolton Abbey v Pateley Bridge and a game where the second innings is rain affected. The laws are clear, but could do with making clearer as it caused some confusion at the time. A formal request has been received by Bolton Abbey to look into this matter.
• TW – fees an extra club expense of £110 per season. Could the League subsidise umpires fees. This was not agreed.
• Fees could be incremented in a stepped fashion.

9. Cup Competiions and Evening League (IS)
• Ripon won the Evening League
• John Barrett trophy (Reserve Knockout) won by Darley with Rob Hainsworth MOTM
• Atkinson Swiers Senior Knockout was won by Pannal with Rob Ellis MOTM
• Cup Competitions Secretary is likely to propose some changes to the structure of Cup Competitions in 2011 and the introduction of penalties for not fulfilling fixtures

10. Ground Committee (BD)
• Some pending investigations about ground marks
• Markington in division 3 are currently 10 points off promotion to division 2 but have ground marks consistently below 12 and club facilities are of a poor quality. The low ground marks would be an issue in the event of Markington securing promotion to division 2

11. Child Welfare (IP)
• Registration form for adults and children - questions have arising over registration of players to the League. AL is to draft a new registration form in time for the next meeting.
• Investigations into the incident at a junior fixture between Knaresborough and Bishop Thornton where the umpire allegedly pushed the player off the field is still ongoing.
• For the record KC has written to Bishop Thornton several times for information which have not received any action from the club.
• A timeline of events was produced but Bishop Thornton have not responded with a report from the individual concerned critical.
• Knaresborough have dealt with the conduct of the batsman in question internally
• 7 weeks has passed with no resolution. There was a proposal to shorten the procedure.
• Proposal to setup a hearing and the matter has now been passed to the League disciplinary panel.

12. Disciplinary (JP)
• New Cases and Cases Pending since the last meeting on Monday 12th July

1. Bilton CC Junior Players Playing in Adult Cricket Matches.
• After chasing by phone and e-mail JP still has not had confirmation of players ages.
• Team has since folded

2. Sessay CC Junior Players Playing in Adult Cricket Matches.
• JP has received confirmation that the two players played are, under the ECB minimumage required age, too young to play in Adult Matches. JP warned Sessay CC in writing on the 14th July 2010 not to play the juniors again but to date they have disregarded this warning.
• Jacob Lacey born 17.I.1997 played - 17th, 24th and 31st July

• What action does the Management Committee feel needs to be taken?
• As the club has ignored verbal and written warnings this was referred to the League disciplinary committee

3. Newby Hall CC Requesting a change of Umpire for an Atkinson Swire Cup Match on the 4th July 2010.
• A hearing was heard on Friday 6th August 2010 and the outcome was that NHCC and 1st XI Captain Matt Uffindall would both write an unreserved letter of apology to Umpire Peter McCreanor. Both letters have been written and sent but Matt Uffindall’s letter has not been accepted.
• Disciplinary Panel have requested for Matt Uffindall to rewrite his letter.

4. Bishop Thornton’s Under 17 Junior Umpire 8th July 2010.
• 10.VIII.10 - Complaint received by JP
• 14.VIII.10 - JP referred to Isabel Peel (NADACL’s Child Welfare Officer).
• 16.VIII.10 - Statements received from Knaresborough CC.
• 16.VIII.10 - Isabel Peel referred to YCB.
• 20.VIII.10 - YCB acknowledged the case.
• 24.VIII.10 - JP told IP to chase BTCC’s report.
• 4.IX.10 - IP chased KC for BTCC report.
• 4.IX.10 - IP e-mail to TCWI & reply.
• 5.IX.10 - TCWI’s e-mail chasing BTCC.

5. Galpay & Winksley Vs Glasshouses – Unsporting Conduct by Galphay – 7th August 2010.
• 14.VIII.10 - E-mail of complaint received from Glasshouses CC.
• 26.VIII.10 - Internal club enquiry carried out by G&WCC, letter of apology written to Glasshouses.
• 26.VIII.10 - Apology accepted by Glasshouses CC.

6. Sessay 3rd XI Vs Dacre Banks 2nd XI - Unsporting Conduct by DBCC shown towards Sessay CC Junior players who were umpiring. – 7th August 2010.
• 13.VIII.10 – Sessay CC’s letter of complaint received.
• 30.VIII.10 – JP spoke to Shaun Marshall (DBCC Captain) and asked for a report.
• 30.VIII.10 – JP Spoke to Mrs Marshall while she was on holiday, (DBCC Child Welfare Officer and Scorer at the match) and asked for a report by 7.IX.10.after her return from holiday.
• 1.IX.10 – Match report received from S Marshall

• Waiting for Mrs Marshall’s report.
• DBCC have carried out an Internal Club Enquiry and “The players in question have all been verbally reprimanded by the Club Management Committee (the Club Disciplinary Committee were unable to convene due to holidays etc) and issued with reminders about their need to comply with the ECB Code of Conduct at all times when playing cricket”.

7 Bolton Abbey Vs Pateley Bridge – Umpires Performance on 7th August 2010.
• Bolton Abbey CC have written complaining about the way a rain affected match was handled by the League Umpires; this has been handed to the NADACL Umpires’ Secretary to deal with.

8. Alne 2nd XI Vs North Stainley - Eligibility of Alne player John Henley – 4th September 2010.
• North Stainley have questioned the eligibility of a player as “He has been playing first team cricket all season and under league rules would be deemed a first team player and not able to play for there second team as there are only 3 games left.”

• NSCC seem to have confused Rules 15.c and 25.l and merge them together. JP has asked them to consider Rule 15.c and to work out John Henley’s batting and bowling averages and to come back to him if they feel that they have a case for a breech of the rules.

13. Junior League (KC)
• The Junior season was completed yesterday (5th September), which means all competitions this season were completed to schedule.
• There are ten competitions contested, and eight different clubs won these trophies.
o Under 17 League – Follifoot

o Under 15 League – Beckwithshaw
o Under 15 Bob Mellor Cup – Pannal
o Under 13 League – Studley Royal
o Under 11 11 A-Side League – Knaresborough
o Under 11 Reg Dickens Cup – Harrogate
o Under 11 Pairs League – North Stainley
o Under 9 Pairs League – Birstwith
o Under 9 Coad Cup – Birstwith
• The Second Annual Presentation Night will be held at Harrogate CC on Thursday 23rd September at 7.00pm.
• A serious incident has occurred at an Under 17 match between Knaresborough and Bishop Thornton. This will be discussed under Child Welfare (above)
• All Age Group Secretaries are being asked to review the Rule Book, as more queries appear to be being raised about Rules.
• The Premier Leagues at Under 13 and Under 15 levels have proved a success in their first season. Better more even cricket and improved representative performances have occurred, but we will need to review the overall Play Off Finals, to avoid one sided matches.
• At the October Junior Management Committee Meeting, a decision on a John Barrett Memorial trophy will be discussed.

Joe Lumb and Lords Taveners Report.
• Many Leagues expressed sympathy and kind words about John Barrett. John was well respected by these other Leagues.
• Under 11’s – They played 3 and one 1, but the match they were counting on winning was rained off, otherwise they would have qualified from their Group.
• Under 13’s – Finished Second in their Group to the eventual Cup Winners.
• Under 15’s – Won through to the Cup Final but lost a rain affected final by 11 runs. Manager Charlie Lister thought it was a fantastic performance.
• Under 17’s – They had a mixed season with results.
• The overall view was that it was one of the best Taveners seasons for the Nidderdale League for several seasons.

14. Junior Indoor 6 a side (BK)
• With the expansion of the indoor league it was envisaged that a second venue would take the overspill. This has in fact not been the case. Both venues have been booked out across the entire winter. Pateley Bridge will commence on 25th September and host all the u9, u11 and bulk of the u13s, running up to the finals on 9th April 2011. Boroughbridge will cover the older age groups and begin a week later. Coaches have been made aware that umpiring and scoring will be necessary at either venue. It is our intention to divide our time between the two, concentrating on the younger players.
• We have three new entries, from Beckwithshaw, Goldsborough and Thorpe Arch & Boston Spa. Glasshouses have rejoined, giving a total of 15 clubs fielding 47 teams; u9, seven teams, u11 and u13 eleven teams each, u15 twelve teams and u17 will play each other twice with six teams. Bilton and North Stainley are entering our first all-girls teams in u11 league. Playing hours this season amount to 227 against last year at 128; no league has been abridged. Although the closing date, 16th July, was extended by two weeks there were two enquiries this past week from clubs who due to oversights had not entered and there would have been a further four teams playing.
• The fixtures were issued 12 days ago and the clubs advised that the fees this year will be £2.20 per head per game, an increase of 30p in an effort to minimise the shortfall. Club invoices will be issued in October. Negotiations are still in hand to get a discount on the balls. There is a little stock in hand and we have sufficient to start the season. If the discount is not forthcoming, this will unfortunately increase from £2.50 to approx £4.95 each. I think it is time we now looked into the possibility of sponsorship. The projected costs are in Annex A, and I trust they meet with the committee’s approval.

15. League Representative Side (SirT)
• MCC – great day, excellent track with nearly 600 runs scored. The League triumphed. Letters of thanks received by Robert Ross (MCC Captain) and Tommy Hodson (legend)

16. Golden Oldies (SirT)
• Fabulous week and thanks to everyone.
• SirT keen to take a big party to Adelaide. The message is to start saving now.
• Ripley CC have started an account already.
• Handbook advert for 2011 handbook
• JP reported that a 2 week stay would be £2500 on average
• A message including the brochure to go on the League website

17. League Dinner (CN)
• Clubs will be notified shortly after the end of the 2010 season.
• Thanks again to John Barrett who helped CN with the dinner. John collected the cups after engraving and arranged various other things. Justin helped last time and maybe approached to continue
• TH was instructed to purchase a suitable trophy for the Division 9 winners, Birtwhistle Trophy

18. Any Other Business (All)
• SirT had been visiting grounds recently and asked if we could establish a fund to improve facilities at clubs, clubhouses etc. This was agreed to be a nice idea but not viable.
