Minutes of the Management Meeting held at Ripley Castle - Monday, July 03, 2006

MEMBERS PRESENT

APOLOGIES

MINUTES

The minutes of the meeting held on Monday May 15th 2006 were signed as being a true record of that meeting.

MATTERS ARISING

There were no matters arising.

CORRESPONDENCE AND SECRETARY'S BUSINESS

Tricia Heard - Replies have been received from Pateley Bridge, Ripley, Kirkby Malzeard and Hampsthwaite re withdrawal from Atkinson Swires Cup 1st Round. Accepted by committee and no further action to be taken against the clubs. Matter no closed.

Similar letter to go to Ouseburn who withdrew from 2nd round.

Letter from Mr Chris Kell was discussed – re generating income for our clubs and possibly the League. Whilst the Committee wished him well in his new business it was not felt that the league itself should be involved.

Letter received from Dorothy Thwaite – Propose to forward it to Ackrills and letter to go to Dorothy . asking her to accept Life Membership of the league in recognition of the work she has done for Hampsthwaite Cricket Club over the last 50 yrs.

Northallerton Town C.C. Agreed to accept them into Division 8 next season.

Ripon must get permission from York senior League before they can go ahead with possible move to Nidderdale League.

Ripley suggest that in division 8 no deduction of points be made if a club cannot raise a side. – Put to Rule Changes meeting in November.

TREASURERS REPORT

DISCIPLINARY PANEL REPORT

David Burton, Colin Grazin and Steve Whiteley sent their apolgies. The following sent to League Secretary by David Burton - As far as the disciplinary committee are concerned I have the following matters to report

Matters Concluded


Harrogate Strays
On the 27th May they were reported as having breached the provisions of rule 24(i). They were given the opportunity of commenting upon the allegation, declined to do so and as a consequence the Secretary was requested to impose the points deductions required by that rule.

Masham
They were summonsed to a disciplinary hearing to deal with a charge that they registered as an overseas player Brett Harrop and selected him to play when he was not eligible by reason of the fact that he had played first class cricket within the previous 5 years. The charge was admitted and at first instance a disciplinary panel

  1. Reprimanded the Club
  2. Deducted 5 points from their first team
  3. Disqualified the team from taking any futher part in the Atkinson Swires cup

The Club appealed against that penalty and an appeal panel varied the decision by rescinding the 3rd penalty.

Hampsthwaite
They were summonsed to a disciplinary hearing for selecting and playing Lennie McKitrick when he should have been registered as an overseas player. The charge was admitted and it was decided that the Club should be reprimanded.

Matters Outstanding


Scotton
Two separate complaints have been received in relation to the conduct of Peter Robinson. The Club have been asked to comment and they suggest that they are (both) isolated incidents. Disciplinary charges will follow and I am awaiting Steve Whiteleys return from holiday so that a disciplinary hearing can be convened.

The Committee discussed the above report and it was agreed that the decision of the Appeal Panel was final but it was considered that some revision of Disciplinary hearing procedures is necessary for future seasons.

Further discussion on this matter will take place at the next Management Committee Meeting.

The following will be put on the Web site -
Masham faced a charge that they played an ineligible player, Brett Harrop, in the league and Atkinson Swires cup. Brett Harrop was registered by the club as an overseas player but had played first class cricket in one match - for Victoria against the touring Indian side at Melbourne in November 2003 - and was therefore ineligible to play in the Nidderdale League. The charge was admitted. While the disciplinary panel accepted that Masham CC had acted in good faith throughout and had genuinely been unaware that Harrop had played first class cricket in 2003, the disciplinary panel reprimanded the club, deducted five points from their first team and disqualified them from taking any further part in the Atkinson Swires cup. On appeal the third penalty was rescinded so the club will be able to compete in the Atkinson Swires cup.
Letter from Mr John Lyons was discussed.
The Committee takes exception to Para 4. reference to Bruce Jackson and has every confidence in what Bruce has done / and is doing for the committee. We have lost 1 umpire ( Goff Wetherill ) and possibly a 2nd ( Jeff Watkins)
Sir Thomas to write to Goff Wetherill and Jeff Watkins.
Goff Wetherill is prepared to attend any disciplinary meeting called – re Peter Robinson.
Should we have a scale of charges / fines to be used by a Disciplinary Panel.
Should a Disciplinary Committee be bigger?

UMPIRES SECRETARY

Jeff Watkins - We have 3 new umpires.Top 2 Divisions will be covered and some lower division matches. 5 Umpires refuse to umpires Masham matches.
Sir Thomas to send a letter to Jeff Watkins for all umpires.
Jeff Watkins will then forward to all Umpires.

EVENING LEAGUE

Barry Gill - No problems – going well.

CUP COMPETITIONS

Barry Gill - Atkinson Swires one month behind.
2007 Start the Atkinson Swires Cup later - in June with final in September?
Every confidence in Barry to make decisions necessary for cup competitions and queries from clubs re eligibility.
Points should be deducted if a team withdraws from a Cup.

GROUND COMMITTEE REPORT

Ben is playing at Burnt Yates this evening and will check on the Ground there. Burnt Yates had complained about low marks given to them recently. Should we abandon Ground Marks for divs 1 and 2 and leave the marks entirely to Umpires?

JUNIOR LEAGUE

John Barrett - Everything running smoothly. New Junior League Ties have been designed and are on sale.

SIX A SIDE INDOOR JUNIOR LEAGUE

Message from Bill Kitson.
As far as the Junior Indoor League is concerned, we are still receiving entries from clubs (you know how slow they can be) so will not know the format for next winter for a week or two yet.

Nothing to report from Bradley Atkinson. We know that there are 79 cases being investigated in Yortshire at present.
